BARKER: School budgeting riddled with uncertainty
RE: http://www.lockportjournal.com/local/local_story_117221532.html
Senator George Maziarz, promised to get added aid to offset the lossess from the AES tax cut PILOT. According to this Tasha Kates article, Maziarz has failed to get anywhere close to the aid needed or as he promised the school.
The result of Maziarz's continued support of the PILOT and of AES is that a highly profitable corporation will continue with this illegal PILOT and the Barker Central School system will not have the funds promised by Maziarz to make up the difference.
Even when BCS Superintendent, Steve Larock freezes the budget, he is $1.9 million dollars short and will have to make it up in program cuts and possible tax increases to just hold the frozen budget at last years level.
The Maziarz bill is only for $400,000 for BCS and fails to remove aid caps so the resulting help if passed will be limited to $300,000. Far short of what Maziarz had promised.
It would have been far easier if George had simply gotten the AES PILOT terminated, when we all realized there was no second Plant and no new jobs and no new construction.
Instead what George Maziarz has helped to engineer is up to 24 job lossess at BCS and a $94.6 Million dollar tax revenue loss to the taxpayers of Niagara County( 43 Million with no inflation). Thus making budgeting for the School, the County and the Town more difficult for years to come.
The revenue loss to the County alone over 12 years could affect the tax rate by up to $3.80 per thousand of assessed value.
